"Strange Space Weather Over Africa": First Results of the
IHY-Africa Space Weather Workshop
From the nasa.gov Headline: Something strange is happening in the atmosphere above Africa and researchers have converged on Addis Ababa, Ethiopia, to discuss the phenomenon. The Africa Space Weather Workshop kicked off Nov. 12th with nearly 100 scientists and students in attendance.
The strange phenomenon that brings all these people together is the ion plumeâ"a newly discovered form of space weather," says University of Colorado atmospheric scientist and Workshop co-organizer Tim Fuller-Rowell.

African Regional IHY School: November 10 - 22, 2008
IHY-Nigeria will host the African Regional IHY School in Nsukka,
Nigeria. The school will feature internationally recognized researchers
from many branches of heliophysics. The school will be held at the Centre for
Basic Space Science, National Space Research and Development Agency
(NASRDA) at the University of Nigeria, Nsukka.

IHY Schools in India, Brazil, USA and Italy
We are pleased to announce that the IHY Schools Program is continuing to education students
about heliophysics and the space environment. The schools have already
reached hundreds of future heliophysicists, and valuable curriculum material
has been developed to assist in future schools and workshops.
The IHY Asia-Pacific 2007 School takes place December 10 - 22, 2007 in
Koaikanal, India. The second IHY Latin American School will happen February 14 - 20, 2008 in
Sao Paulo, Brazil. The second LWS Heliophysics Summer School will happen July 23 - 30, 2008,
and the 2008 Europe/Africa School will happen October 6 - 17, 2008
at the ICTP in Trieste, Italy. Congratulations to the team on an extremely
successful program!

2008 Polar Gateways Conference:

American Geophysical Union Chapman Conference on
IHY: Universal Heliophysical Processes
The American Geophysical Union will be hosting a special IHY Chapman
Conference on Universal Heliophysical Processes. The meeting will
take place November 10 - 14, 2008 at the Mulberry Inn in Savannah
Georgia, USA. The meeting will focus on a broad range of phenomena
and research activities throughout the heliosphere with the goal of
bringing a greater understanding to the underlying universal processes.

There will be a special session on IHY at the 2008 European Geosciences Union

IHY-Africa Space Weather Science and Education Workshop: November 12-16, 2007
Plans for the upcoming IHY-Africa Space Weather Workshop are heating up!
There will be a special GIFT (Geophysical Information for Teachers) workshop
the preceding weekend, where teachers around the region will travel to
Addis Ababa, experience a special planetarium show and educational
activities, and learn to use the IHY Space Weather Monitors at their own schools. The teacher
workshop will be followed by the 2nd SCINDA Workshop, where researchers
in Africa will learn about the operations of the SCINDA Ionospheric Monitors
and details for installation into new sites in Africa. Registration is

IHY Schools Update: 1st Asia-Pacific School to be held December 10-22, 2007 at Kodaikanal Observatory in India. 1st Year of North American School Completed with Great Success
Applications are now being accepted for the 1st Asia-Pacific Summer School. This international school offers an intensive two weeks course in topics related to heliophysics. The course is aimed at Ph.D. and post-doctoral research students.

North American Summer School on Heliophysics, held July 30 - August 7 in Boulder, CO. The school continues through 2008 and 2009.

IHY Symposium and Sputnik Anniversary Celebration in Zvenigorod, Russia November 5-11, 2007
A special IHY International Symposium "New Insights into Solar-Terrestrial Physics" will be

2nd European General Assembly of the International Heliophysical Year: June 18-22, 2007
The 2nd European General Assembly for IHY will be held in Turin, Italy June 18-22, 2007. This meeting follows the extremely
successful 1st European Assembly held in Paris, France in January 2006.
The meeting will focus on the European participation and collaboration in the development of large infrastructures for the future
explaration and study of the heliosphere.

3rd UN/ESA NASA Workshop on IHY and Basic Space Sciences in
Tokyo Japan - Application Deadline May 1 2007
The Third Workshop on IHY and Basic Space Science will be held June 18 - 22, 2007 in Tokyo, Japan.
The workshop will build on the success of the IHY/UN Observatory
Development program and focus on further instrument development opportunities
and data enabling issues. The workshop will be hosted by the National Astronomical
Observatory of Japan, on behalf of the Government of Japan.
All are welcome to attend, but the application deadline is 1 May 2007.

IHY Heliophysics Summer School in Boulder Colorado, July 30 -
August 7 2007 (Applications due 15 May 2007)
The first IHY Heliophysics Summer School, and the first IHY Summer School to
be held in North America, will be in Boulder Colorado USA, July 30 -
August 7 2007. This is a three-year summer school, to focus on all areas
of heliophysics, and the theme of the first year is "Plasma Physics of the
Local Cosmos." All students are invited to participate (senior
undergraduates, graduate students, and beginning postdocs), and financial
support is available to both international and U.S. applicants. The
application deadline is 15 May 2007.

Films of the International Geophysical Year are now Online
Emily Cobabe-Amman and the Electronic Geophysical Year program
have made available digitized versions of IGY films from the US National Academy of Sciences. The films document many scientific aspects of the International Geophysical Year, using footage taken during the IGY field research. Each film focuses on one of the thirteen research themes of IGY.

IHY Opening Ceremony and Kickoff February 19-20 at the United Nations in Vienna
The IHY Opening Ceremony was held in conjunction with the United Nations
STSC (Science and Technology Subcommittee) session in Vienna February 19 2007.
This event included an IHY poster exhibit and opening ceremony in the
rotunda of the Vienna International Center. The Opening Ceremony was followed on
February 20, 2007 by a 1-day conference to discuss plans, coordination, and
upcoming events for the IHY at the Academy of Sciences in Vienna. All were welcome to
this conference, and presentations from all participating IHY nations were
highly encouraged.

- SunWorks Exhibit to premiere at the IHY Kickoff
Ceremony at the United Nations in Vienna
24 pieces of original art will make their debut at the IHY Kickoff Ceremony at the UN in Vienna. The pieces in this SunWorks exhibit were selected from
over 500 submissions to the Solar and Heliospheric
Observatory's "SunWorks" art contest. The exhibit will be available to display
at locations around the world.

IHY-Europe is sponsoring an event called "Open Doors Day" to occur worldwide
on June 10, 2007. All laboratories, observatories and institutes participating

An exciting new exhibit developed by institutes in France, Belgium

- IHY SCINDA Workshop IHY-Africa Space Weather Workshop November 12-16, 2007 following the Second IHY SCINDA Workshop on November 11, 2007
in Addis Ababa, Ethiopia
The IHY-Africa Space Weather Workshop will be held at the Ghion Hotel,
Addis Ababa, Ethiopia on Nov 12-16, 2007. The meeting will follow the
2nd Africa SCINDA Workshop on Sunday 11th November (results from the first
SCINDA workshop).
The purpose of the workshop is to facilitate scientific interaction and promote space science and education in Africa. The space science community is currently exploring ways to increase the observational infrastructure in the African sector,and to encourage scientists in Sub-Sahara Africa to become interested in the science objectives and to host instrumentation at their institutions. The new observational
infrastructure will facilitate the study of space weather, will spark interest in space science education and research, and to encourage the next generation to become interested in the space sciences. The workshop will provide an ideal opportunity to develop strong interactions with scientists in Africa.

- COST296 Action launches new
IHY Program
COST296 has launched a set of activities
dedicated to coordinating research to increase the knowledge of the ionosphere
and its effects on navigation and communication systems. The
COST296 Action IHY
Website provides a number of resources to enable the the necessary European cooperation for a multi instrument monitoring of the middle-upper atmosphere and improving scientific joint efforts to investigate on the interconnection between low, mid and high latitude ionosphere.

the Coordinated Investigation Programs (CIPs) and assemble them into the IHY Science Plan for 2007. Their efforts are
fundamental in assuring that IHY is an overwhelming scientific success!

- IHY Norway Introduces the Space Suitcase!
In a novel approach to introducing heliophysics to high school classes,
IHY Norway has developed the "Space Suitcase" or "Space Box" project
encompassed in a suitcase. The suitcase will consist of the following instruments:
1. Cosmic ray detector
2. Magnetometer
3. VLF receiver
4. A simple allsky camera
5. Sunspotter
..and a laptop, with software to display data.
This suitcase can be lent out to high school classes after providing some
instruction on its operation. Following a month or so, of using this suitcase,
the high school students (and teacher) are asked give a presentation about their
research and the resultant findings. The Space Suitcase is then circulated
to another school.

- NASA Proposal Opportunity for IHY Research
NASA has amended the Research Opportunities in Space and Earth Sciences (ROSES) 2006 announcement for a new IHY research program. "This new program element solicits proposals that support the goals of
IHY but do not clearly fit into another NASA program element. These
goals include, but are not limited to communicating unique IHY
results to the scientific community and the general public, fostering
international scientific cooperation in the study of heliophysical
phenomena now and in the future, organizing research campaigns that
enhance existing research and directly pertain to the IHY, developing
the basic science of heliophysics through cross-disciplinary studies
of universal processes, and preserving the history and legacy of the
IGY on its 50th Anniversary. Notices of Intent to propose are due
July 15, 2006, and proposals are due September 15, 2006."

completion of 51-magnetometer global network

- IHY-Yemen National Committee Planning Commences,
IHY-Nigeria 2nd National Workshop planned for July 2006
The IHY-Yemen National Organizing Committee, chaired by Dr. A. H. Sultan of Sana'a University, held its first meeting on 14
May, 2006. (See Meeting Summary).
The IHY-Nigeria Team is following up on its highly successful first planning
workshop: the 2nd National Workshop of International Heliophysical Year Nigeria

- Summary from the IHY European General Assembly, 10-13 January 2006
A summary report is now available for
the extremely successful IHY-Europe Assembly Meeting.
The first European General Assembly for the International Heliophysical Year was held between January 10th and 13th 2006 at the headquarters of the CNRS in Paris (France), with 113 participants representing 27 nations. Important progress
was made in planning IHY Science and Outreach activities. Congratulations to Carine Briand and Jean-Louis Bougeret for
their great success!

- Resolution on IHY Adopted by the United Nations General Assembly
The U.N. General Assembly adopted a resolution on 6 January 2006,
supporting the IHY Workplan and endorsing the participation of the U.N. and
its member states. Congratulations to all who worked on this, particularly
Hans HAUBOLD in the U.N. Office!

- The First
United Nations/ESA/NASA IHY Workshop Basic Space Science: An Outstanding
Success!
The first United Nations/ESA/NASA IHY Workshop on Basic Space Science held
in Abu Dhabi and Al-Ain, United Arab Emirates 20-23 November, 2005.
Workshop participants represented 44 United Nations member states,
including a significant portion of North Africa, the IHY-West Asia
region, as well as leadership from the remaining six IHY international
regions.
There were special sessions on IHY instruments and host
institutions, as well as IHY science, global scientific initiatives,
education programs, astrophysical research in Arab nations, and the 2005
World Year of Physics. Special discussions also included planning for
the IHY-Africa initiative, education and outreach activities, and the
establishment of a working group on Infrastructure and Sustainability
Issues in Global Space Sciences.
The excellent presentations and intensive planning discussions set the
stage for a number of successful IHY programs and regional activities,
and near-term plans were established for continued instrument
deployments. A detailed report will be published soon.

- IHY Scientists begin deployment of IHY Observatories
IHY Scientists Joe DAVILA, Mehdi BENNA and Bob SENSENEY have begun the deployment of IHY/United Nations-sponsored
instrumentation in Tunisia. The University of Tunis will host an
"AWESOME" Space Weather
Monitor as part of a growing global network of IHY instrumentation.

- IHY-Nigeria planning meeting to be held October 27, 2005
A national workshop on IHY to take place on 27 October 2005 at the
Obafemi Awolowo University, Ile-Ife, Nigeria. The National Organizing Committee
is chaired by Prof. E. E. Balogun, with Prof. P.N. Okeke as the co-chair and
Dr. A. Babatunde RABIU as the Secretary. The workshop is intended to bring
together experts and stakeholders in the fields of relevance to heliophysics
such as atmospheric sciences, space science, radio propagation/communication,
meteorology, environmental sciences, etc.

- U.N. Committee on the Peaceful Uses of Outer Space (COPUOS)
adopts IHY 3-year work plan (2006-2008).
On March 2, a three-year workplan for the IHY was introduced at the U.N. Scientific and Technical
Subcommittee (STSC)
meeting in Vienna for consideration at the full meeting of COPUOS (Committee
for the Peaceful Uses of Outer Space).
The agenda item on International Heliophysical Year (IHY) 2007, proposed by
the U.S., was well received by many nations. Joseph Davila presented a
summary of plans for the IHY. The interest generated by this agenda item
led to a proposal by the U.S., joined by the United Kingdom, France, the
Czech Republic and Pakistan, for a new 3-year work plan (2006-2008) to
continue to track IHY 2007 activities. This proposal was adopted by the
STSC. (15 March, 2005)
- The IHY North American Community Science Planning Workshop will be held in Boulder, CO, 16-18 February 2005. All IHY community
members are welcome!
