2. All observations are made in continuous monitoring mode. There is no regular commanding to modify instrument measurements. The location of the spacecraft during the WHI can be found in the document "Where is Ulysses Today?" located at http://ulysses.jpl.nasa.gov/. The Ulysses operations summary for the WHI period can be found at http://ihy2007.org/WHI/DATA/Ulysses/Ulysses_ops_summary.txt
3. Summary plots and images of the latest data are available from NSSDC. I checked there yesterday and SWOOPS data was current through the beginning of April - about as recent as can be expected under any conditions. I am attaching summary plots of solar wind flow speed, magnetic field strength, and s/c radius/latitude for January and February 2008, from COHOWeb. They are low resolution, but a data listing is easily downloaded.
4. Query parameters for the online data through NSSDC are extensively described. There is also an ftp site which contains all the data in ascii format.
5. The instruments are described at NSSDC. They are also described at the Ulysses JPL site given above in #2, and at the ESA mirror site.
